26 years after attack on Marine barracks in Beirut, families stymied again in bid for restitution

On Veterans Day, Christine Devlin stood in the cold in Westwood for the unveiling of a new memorial to local soldiers lost overseas, including her son Michael, one of the 241 servicemen killed in the bombing of the US Marine barracks in Lebanon in 1983.

Devlin is among 30 Massachusetts relatives of victims of the Beirut attack who have been fighting for more than a decade to get compensation for what many consider the first major terrorist attack against the United States. After a federal judge ruled in 2007 that Iran was liable for $2.65 billion in damages to be shared by 150 families seeking restitution, they believed they were on the cusp of victory.

But now, the Obama administration is going to court to try to block payments from Iranian assets that the families’ lawyers want seized, contending that it would jeopardize sensitive negotiations with Iran over its nuclear program and establish a potentially damaging precedent.

In a little-noticed filing in federal court, the Justice Department is arguing that giving the money to the victims “can have significant, detrimental impact on our foreign relations, as well as the reciprocal treatment of the United States and its extensive overseas property holdings.’’

The Obama administration’s position is a blow to those like Devlin, who is still waiting for some measure of justice for her son, who was 21 when Hezbollah terrorists rammed a suicide truck bomb into the peacekeepers’ headquarters.

“It is offensive that our government - the government that [the Marines] were fighting for, who sent them there - are against us collecting from Iran,’’ Devlin said in an interview this week. “I felt justice was going to be served, but so far it hasn’t.’’

“We can’t go on with our lives,’’ said Marlys Lemnah, 62, of St. Albans, Vt., whose husband, Richard, a Marine sergeant nearing his 20-year retirement, was killed in Beirut. “It’s not about the money. We need something tangible: responsibility and accountability. We will fight until we have no more fight left.’’

The Justice Department declined to comment further on the administration’s position, but as the congressional analysis stated, “The issue has pitted the compensation of victims of terrorism against US foreign policy goals and some business interests.’’

WASHINGTON – The U.S. envoy in Afghanistan, a former Army general who once commanded troops in the country, has objected strongly to emerging plans to send tens of thousands of additional forces to the country, a senior U.S. official said Wednesday.

Ambassador Karl Eikenberry resigned his Army commission to take the job as U.S.
ambassador in Kabul earlier this year, and his is an influential voice among those advising President Barack Obama on Afghanistan. Eikenberry sent multiple classified cables to Washington over the past week that question the wisdom of adding forces when the Afghan political situation is unstable and uncertain, said an official familiar with the cables. The official spoke on condition of anonymity to discuss internal administration deliberations and the classified documents.

Cables are diplomatic messages that may or may not be classified and carry greater heft than other forms of communication such as e-mail.

Eikenberry made the point that the administration should step cautiously in planning for any troop buildup while there are still so many questions surrounding Afghan President Hamid Karzai, the official said. Eikenberry is the front line U.S. official dealing with Karzai, the U.S.-backed leader whose administration was stained by corruption and mismanagement. It was a visiting senior senator, Democrat John Kerry of Massachusetts, who was instrumental in persuading Karzai last month to accept the findings of a U.N. panel that his re-election vote in August was too marred by fraud to stand.

Karzai agreed to a second round of voting but was elevated to a second term as president without a runoff election when his challenger dropped out. Since then, U.S. officials have been alarmed at some of Karzai's remarks and the lack, so far, of meaningful steps to clean house.

Eikenberry's objections were a wild card in the midst of what had appeared to be the final days of Obama's long decision-making process on how to revamp U.S. strategy in the 8-year war. Eikenberry has participated in some of Obama's war council sessions over the past several weeks.

A senior U.S. official told The Associated Press that Obama rejected all four options presented to him at what had been expected to be the last of those sessions Wednesday. Those options started from the premise that some addition of U.S. forces is necessary, and included ways that Obama could meet or nearly meet war commander Gen. Stanley McChrystal's preference for about 40,000 additional troops.

Obama salutes Fort Hood victims, condemns murders

FORT HOOD, Texas – One by one, President Barack Obama spoke the names and told the stories Tuesday of the 13 people slain in the Fort Hood shooting rampage, honoring their memories as he denounced the "twisted logic" that led to their deaths.

"No faith justifies these murderous and craven acts; no just and loving God looks upon them with favor," Obama told the crowd on a steamy Texas afternoon. "And for what he has done, we know that the killer will be met with justice — in this world and the next."

He did not name Maj. Nidal Hasan, the military psychiatrist accused of the killings. As for the victims and the soldiers who rushed to help them, Obama said, "We need not look to the past for greatness, because it is before our very eyes." He spoke at a memorial service before a crowd estimated at 15,000 on this enormous Army post.

WASHINGTON – President Barack Obama greeted Hamid Karzai's election victory with as much admonishment as praise on Monday, pointedly advising America's partner in war he must make more serious efforts to end corruption in Afghanistan's government and prepare his nation to ultimately defend itself.

"I emphasized that this has to be a point in time in which we begin to write a new chapter," Obama said in describing his phone call to the Afghan president. When Karzai offered back assurances, Obama said he told him that "the proof is not going to be in words. It's going to be in deeds."

Obama's message of stern solidarity came as he considers sending tens of thousands more U.S. troops into the war zone in Karzai's country.

Karzai won a second term Monday when competitor Abdullah Abdullah pulled out of the Nov. 7 runoff, suggesting it would be doomed by fraud just as the first voting in August was. The handling of the first election cost Karzai in international credibility.

Yet the White House put its weight behind the legitimacy of the final outcome after helping to broker a runoff that never happened. Obama called the process "messy" but said Karzai won in accordance with Afghan law. The White House repeatedly said Abdullah had pulled out for his own political and personal reasons.

The collapse of the planned run-off increases pressure on the Obama administration to quickly end its lengthy deliberations about whether to commit more U.S. forces to a worsening war. Obama may announce his revamped war strategy, including a decision on sending more troops, early next week before a planned overseas trip.

White House press secretary Robert Gibbs acknowledged that Karzai's win by default is a factor in the coming decision about troops but did not say the timetable for an announcement has changed. The administration continues to say it will happen in the "coming weeks."

In recounting his call to Karzai, Obama spent most of his time saying what he expects from his fellow president: more diligent efforts to end corruption, cooperation in accelerating the training of Afghan security forces, tangible benefits in the lives of the Afghan people.

Those aren't just Obama's standards. He is under pressure to show Congress and the public that the U.S. is dealing with a trustworthy partner, particularly if it is going to send more troops there. Many Americans have grown weary of the war and are questioning its worth.

Obama Offers Taliban 6 Provinces for 8 Bases

When Obama stated that he was going to reach out to the Islamic world, he was not kidding. The weakness of Obama has lead to the Taliban getting stronger. He has even given the Taliban the OK to participate in the future political landscape of Afghanistan. Apparently none of this was enough though, and now Obama is willing to share power in Afghanistan with the Taliban thugs. This is straight out of the Twilight Zone.

ISLAMABAD – The emboldened Taliban movement in Afghanistan turned down an American offer of power-sharing in exchange for accepting the presence of foreign troops, Afghan government sources confirmed.

"US negotiators had offered the Taliban leadership through Mullah Wakil Ahmed Mutawakkil (former Taliban foreign minister) that if they accept the presence of NATO troops in Afghanistan, they would be given the governorship of six provinces in the south and northeast," a senior Afghan Foreign Ministry official told IslamOnline.net requesting anonymity for not being authorized to talk about the sensitive issue with the media.

He said the talks, brokered by Saudi Arabia and Turkey, continued for weeks at different locations including the Afghan capital Kabul.

Saudi Arabia, along with Pakistan and the United Arab Emirates, were the only states to recognize the Taliban regime which ruled Afghanistan from 1996 to 2001.

Turkish Prime Minister Reccap Erodgan has reportedly been active in brokering talks between the two sides.

His emissaries are in contact with Hizb-e-Islami (of former prime minister Gulbadin Hikmatyar) too because he is an important factor in northeastern Afghanistan."

A Taliban spokesman admitted indirect talks with the US.

"Yes, there were some indirect talks, but they did not work," Yousaf Ahmedi, the Taliban spokesman in southern Afghanistan, told IOL from an unknown location via satellite phone.

"There are some people who are conveying each others’ (Taliban and US) messages. But there were no direct talks between us and America," he explained.

Afghan and Taliban sources said Mutawakkil and Mullah Mohammad Zaeef, a former envoy to Pakistan who had taken part in previous talks, represented the Taliban side in the recent talks.

The US Embassy in Kabul denied any such talks.

"No, we are not holding any talks with Taliban," embassy spokeswoman Cathaline Haydan told IOL from Kabul.

Asked whether the US has offered any power-sharing formula to Taliban, she said she was not aware of any such offer.

"I don't know about any specific talks and the case you are reporting is not true."

Provinces for Bases

Source say that for the first time the American negotiators did not insist on the "minus-Mullah Omer" formula, which had been the main hurdle in previous talks between the two sides.

The Americans reportedly offered Taliban a form of power-sharing in return for accepting the presence of foreign troops.

"America wants 8 army and air force bases in different parts of Afghanistan in order to tackle the possible regrouping of Al-Qaeda network," the senior official said.

He named the possible hosts of the bases as Mazar-e-Sharif and Badakshan in north, Kandahar in south, Kabul, Herat in west, Jalalabad in northeast and Ghazni and Faryab in central Afghanistan.

In exchange, the US offered Taliban the governorship of the southern provinces of Kandahar, Zabul, Hilmand and Orazgan as well as the northeastern provinces of Nooristan and Kunar.

These provinces are the epicenter of resistance against the US-led foreign forces and are considered the strongholds of Taliban.

Orazgan and Hilmand are the home provinces of Taliban Supreme Commander Mullah Omer and Afghan President Hamid Karzai.

"But Taliban did not agree on that," said the senior official.

"Their demand was that America must give a deadline for its pull out if it wants negotiations to go on."

LAHORE, Pakistan (Reuters) – U.S. Secretary of State Hillary Clinton's said on Thursday it was "hard to believe" that no one in Pakistan's government knew where al Qaeda leaders were hiding, striking a new tone on a trip where Washington's credibility has come under attack.

Scores of al Qaeda leaders and their operatives, including Osama bin Laden, are believed to be in hiding in the rugged border territory that divides Pakistan and Afghanistan, but both countries routinely accuse the other of being the main sanctuary.

"I find it hard to believe that nobody in your government knows where they are and couldn't get them if they really wanted to," she told a group of newspaper editors during a meeting in Lahore.

"Maybe they are not 'get-at-able'. I don't know," she said.

Clinton's pointed remark was the first public gripe on a trip aimed at turning around a U.S.-Pakistan relationship under serious strain, but bound in the struggle against religious extremism.

"I am more than willing to hear every complaint about the United States," Clinton said, ""but this is a two way street.

"If we are going to have a mature partnership where we work together" then "there are issues that not just the United States but others have with your government and with your military security establishment."

Clinton, who has sought to use her own personal outreach to overcome rising anti-American sentiment in Pakistan, earlier repeated her conviction that the two countries' common interests far outweighed their differences.

WASHINGTON (Reuters) – The defense bill President Barack Obama will sign into law on Wednesday contains a new provision that would pay Taliban fighters who renounce the insurgency, Senate Armed Services Committee Chairman Carl Levin said on Tuesday.

The provision establishes a program in Afghanistan similar to one used in Iraq where former fighters were re-integrated into Iraqi society, Levin told Reuters.

Obama plans to sign the bill authorizing Pentagon operations for fiscal 2010 on Wednesday, the White House said.

Reaching out to moderate Taliban members is part of the Obama administration's plan to turn around the eight-year war in Afghanistan. Levin also has advocated trying to convince Taliban fighters to change sides by luring them with jobs and amnesty for past attacks.

Under the legislation, Afghan fighters who renounce the insurgency would be paid for "mainly protection of their towns and villages," Levin said.

It would be "just like the sons of Iraq," he said, referring to the program used in Iraq which military commanders say helped turn around a failing war.

"You got 90,000 Iraqis who switched sides, and are involved in protecting their hometowns against attack and violence."

The bill authorizes using money from an existing Commanders Emergency Response Program, which U.S. commanders can use for a variety of purposes. It does not set a specific dollar amount for the fighters' re-integration program.

There is $1.3 billion authorized for the fund in fiscal 2010, which began October 1. The money must still be allocated by defense appropriators, who are working to finish the legislation.

The White House Friday highlighted a new multi-million-dollar technology fund for Muslim nations, following a pledge made by President Barack Obama in his landmark speech to the Islamic world.

The White House said the US Overseas Private Investment Corporation (OPIC) had issued a call for proposals for the fund, which will provide financing of between 25 and 150 million dollars for selected projects and funds.

The Global Technology and Innovation Fund will "catalyze and facilitate private sector investments" throughout Asia, the Middle East and Africa, the White House said in a statement.

Eligible projects would advance economic opportunity and create jobs in areas like technology, education, telecoms, media, business services and clean technology, the White House said.

OPIC said sample projects could help foster the development of new computer technology or telecommunications businesses, or widen access to broadband Internet services.

Proposals must be submitted by the end of November, and managers of funds that make a final short list will make presentations in Washington in January.

Final selections will be announced next June.

In his speech to the Muslim world in Cairo last June, Obama argued that "education and innovation will be the currency of the 21st century" and that under-investment was rife in many Muslim nations.

As well as the fund, Obama also said he will host a summit on entrepreneurship this year to deepen ties between business leaders in the United States and Muslim communities around the world.

WASHINGTON -- A recent U.S. intelligence assessment has raised the estimated number of full-time Taliban -led insurgents fighting in Afghanistan to at least 25,000, underscoring how the crisis has worsened even as the U.S. and its allies have beefed up their military forces, a U.S. official said Thursday.

The U.S. official, who requested anonymity because the assessment is classified, said the estimate represented an increase of at least 5,000 fighters, or 25 percent, over what an estimate found last year.

On Wednesday, U.S. Ambassador to Afghanistan Karl Eikenberry assured Afghans that America would continue to fight until "extremists and insurgents" were defeated in the war-torn nation.

The new intelligence estimate suggests that such a fight would be difficult. Not included in the 25,000 tally are the part-time fighters -- those Afghans who plant bombs or support the insurgents in other ways in return for money -- and also the criminal gangs who sometimes make common cause with the Taliban or other Pakistan -based groups.

The assessment attributed the growth in the Taliban and their major allies, such as the Haqqani Network and Hezb-e-Islami, to a number of factors, including a growing sense among many Afghans that the insurgents are gaining ground over U.S.-led NATO troops and Afghan security forces.

"The rise can be attributed to, among other things, a sense that the central government in Kabul isn't delivering (on services), increased local support for insurgent groups, and the perception that the Taliban and others are gaining a firmer foothold and expanding their capabilities," the U.S. official said.

"They (the insurgents) don't need to win a popularity contest," said Michael O'Hanlon , a military analyst at the center-left Brookings Institution in Washington . "They are actually doing a good job in creating a complex psychological brew. The first part is building on frustration with the government. The second part is increasing their own appeal or at least taking the edge off of the hatred that people had felt for them before. But on top of that they are selectively using intimidation to stoke a climate of fear. And on top of that they have momentum."

Obama to Send "Support" Troops to Afghanistan

The war in Afghanistan is at best a stand off and our troops are getting killed at a higher rate because of Obama's new Rules of Engagement, (ROE). So instead of changing the ROE to favor our troops or sending more combat personnel in, Obama has decided to send in more support troops. How about that?

Obama approves 13,000 more troops to Afghanistan

WASHINGTON – In an unannounced move, President Barack Obama is dispatching an additional 13,000 US troops to Afghanistan beyond the 21,000 he announced publicly in March, The Washington Post reported.

The additional forces are primarily support forces -- such as engineers, medical personnel, intelligence experts and military police -- the Post said, bringing the total buildup Obama has approved for the war-torn nation to 34,000.

"Obama authorized the whole thing. The only thing you saw announced in a press release was the 21,000," a defense official familiar with the troop-approval process told the daily.

The report, posted on the newspaper's website late Monday, came as Obama weighs a request from the top US and NATO commander in Afghanistan, General Stanley McChrystal, for more combat, training and support troops, with several options including one for 40,000 more forces.

But the newspaper noted that the maximum number of US service members expected in Afghanistan by year's end -- 68,000 -- would remain the same.

WASHINGTON – The Taliban are in much stronger financial shape than al-Qaida and rely on a wide range of criminal activities to pay for attacks on U.S. and coalition forces in Afghanistan, a senior Treasury Department official said Monday.

David Cohen, the department's assistant secretary for terrorist financing, said the extremist group extorts money from poppy farmers and heroin traffickers involved in Afghanistan's booming drug trade. The Taliban also demand protection payments from legitimate Afghan businesses, he said during a speech at a conference on money laundering enforcement.

Cohen's assessment came as President Barack Obama and his top advisers discuss whether many more troops may be needed in the 8-year-old Afghanistan conflict. A critical part of the deliberations is whether the fight should be a more narrow one against al-Qaida or a broader battle against the Taliban-led insurgency.

According to Cohen, al-Qaida is a cash-strapped organization that is losing its clout. That condition is the product, he said, of a long-running effort by the U.S. and its allies to cut off the terror group's sources of funding by targeting its deep-pocketed donors and interfering with its ability to move money.

In the first half of 2009, he said, al-Qaida's leaders made four public appeals for money to bolster recruitment and training.

"We assess that al-Qaida is in its weakest financial condition in several years, and that, as a result, its influence is waning," Cohen said at the conference, sponsored by the American Bankers Association and the American Bar Association.

But Cohen cautioned that situation could reverse quickly because a pool of donors "who are ready, willing and able to contribute to al-Qaida" still exists.

The Taliban, meanwhile, appear to be heading in the other direction despite an international effort to shut down the movement's cash supply. Drugs are a major money maker for the group.

But Richard Holbrooke, the Obama administration's special envoy for Afghanistan and Pakistan, has said the Taliban get most of their cash from private benefactors in the Persian Gulf.

Army Gen. Stanley McChrystal, the top U.S. commander in Afghanistan, said in his 66-page assessment of the war that the diversity of the Taliban's streams of cash makes it difficult to blunt their ability to operate.

Cohen said portions of the Taliban's illicit proceeds make their way out of the country and into the global financial system. But he did not specify how much or detail the money's suspected entry points.

CHICAGO - A leader of a Chicago Muslim advocacy group says she's pleased President Barack Obama received the Nobel Peace Prize. But she's waiting for follow-through on pledges for Middle East peace and ending wars.

Christina Abraham is a director at the Chicago branch of the Council on American-Islamic Relations. She says Obama was awarded the prize based on promise and not for his achievements so far.

In announcing the award Friday morning, the Norwegian Nobel Committee praised the change in global mood brought on by Obama's calls for peace and his initiatives to ease tensions with the Muslim world.

The Muslim group's officials say the Nobel award shows there's been a noticeable shift in U.S. diplomacy and efforts to reach out to Muslims, but more work needs to be done.

KABUL — The Taliban Friday condemned Barack Obama's Nobel Peace Prize, saying rather than bring peace to Afghanistan he had boosted troop numbers and continued the aggressive policies of his predecessor.

"We have seen no change in his strategy for peace. He has done nothing for peace in Afghanistan," Taliban spokesman Zabihullah Mujahid told AFP.

"We condemn the award of the Nobel Peace Prize for Obama," he said by telephone from an undisclosed location.

"When Obama was elected president, we were hopeful he would keep his promise to bring change. But he brought no change, he has continued the same old strategy as (President George W.) Bush.

"He reinforces the war in Afghanistan, he sent more troops to Afghanistan and is considering sending yet more. He has shed Afghan blood and he continues to bleed Afghans and to boost the war here," he said.

Obama won the award less than a year after he took office with the jury hailing his "extraordinary" diplomatic efforts.

Obama, 48, took office in January and has since sought to restore US standing in the world after widespread criticism over the war in Iraq and the superpower's attitude to efforts to control global warming.

He is currently considering a request from his military commanders to send another 40,000 troops to Afghanistan, where a Taliban insurgency is gaining strength, and the death toll of foreign soldiers has surged.

Afghanistan's President Hamid Karzai, whose government is supported by the US and NATO allies, welcomed the award as "appropriate".

"His hard work and his new vision on global relations, his will and efforts for creating friendly and good relations at global level and global peace make him the appropriate recipient of the Nobel Peace Prize," Karzai's spokesman Siamak Hirai said.

A prominent Afghan candidate for the prize, women's and human rights activist Sima Samar, told AFP she respected the Nobel committee's decision.

Through her spokesman, Nader Nadery, she said she was happy her candidacy had "brought major recognition to Afghanistan's women" and to her own work.

As Obama considers escalating the US troop presence in Afghanistan, he is expected to meet with senior military advisers again on Friday as speculation is rising that he may not opt for an increased counter-insurgency force.

The senior commander of the more than 100,000 US and NATO troops in Afghanistan, US General Stanley McChrystal, has warned that the war against the Taliban could fail without reinforcements.

Speculation is rising that Obama may see the Taliban, which is spreading its footprint across Afghanistan, posing less of a threat to US security than Al-Qaeda and may choose to concentrate efforts on Pakistan instead.

On the streets of Kabul, Afghans said they did not believe Obama's policies had improved the situation in their war-ravaged country.

Indeed, said shopkeeper Ahamd Tawab, "the situation is getting worse here".
Abdul Hakeem, an 18-year-old tailor, said: "At least I can say that he is better than George Bush."

In the volatile south of the country, where the Taliban maintain a strong influence eight years after their repressive regime was overthrown in a US-led invasion, US soldiers expressed disbelief at Obama's win.

At Spin Boldak Forward Operating Base (FOB) near the border with Pakistan, a couple welcomed the news with shock.

"For what?" one said, while another asked "What has he done?"

One soldier was unable to conceal his contempt.

"President Obama got the Nobel Prize and my ass is still sitting in Afghanistan.

It's not fair," he said.

Obama focusing on al-Qaida, not Taliban

WASHINGTON – President Barack Obama is prepared to accept some Taliban involvement in Afghanistan's political future and appears inclined to send only as many more U.S. troops to Afghanistan as are needed to keep al-Qaida at bay, a senior administration official said Thursday.

The sharpened focus by Obama's team on fighting al-Qaida above all other goals, and downgrading the emphasis on the Taliban, comes as the administration is engaged in a methodical but intensely debated review of how to overhaul the increasingly unpopular eight-year-old war.

Though aides stress that the president's final decision is still at least two weeks or more away, the emerging thinking suggests that he would be very unlikely to favor a large military ramp-up of the kind being advocated by the top U.S. commander in Afghanistan, Gen. Stanley McChrystal.

McChrystal's troop request is said to include a range of options for Obama, from adding as few as 10,000 combat troops to — the general's strong preference — as many as 40,000.

Obama's developing strategy on the Taliban will "not tolerate their return to power," the senior official said. But the U.S. would only fight to keep the Taliban from retaking control of Afghanistan's central government — something it is now far from being capable of — and from giving renewed sanctuary in Afghanistan for al-Qaida, the official said.

Bowing to the reality that the Taliban is too ingrained in Afghanistan's culture to ever be entirely defeated, the administration also is prepared, as it has been for some time, to accept some Taliban role in parts of Afghanistan the official said. That could mean paving the way for Taliban members willing to renounce violence to participate in a central government. It might even mean ceding some regions of the country to the Taliban. The official is involved in the discussions and was authorized to speak about them but not to be identified by name because they are still ongoing.

UN Approves Obama-Egypt Don't Criticize Islam Resolution!

GENEVA — The U.N. Human Rights Council approved a U.S.-backed resolution Friday deploring attacks on religions while insisting that freedom of expression remains a basic right.

The inaugural resolution sponsored by the U.S. since it joined the council in June broke a long-running deadlock between Western and Islamic countries in the wake of the publication of cartoons depicting the Muslim Prophet Muhammad.

The resolution has no effect in law but provides Muslim countries with moral ammunition the next time they feel central tenets of Islam are being ridiculed by Western politicians or media through "negative racial and religious stereotyping."
American diplomats say the measure — co-sponsored by Egypt — is part of the Obama administration's effort to reach out to Muslim countries.

"The exercise of the right to freedom of opinion and expression is one of the essential foundations of a democratic society," the resolution states, urging countries to protect free speech by lifting legal restrictions, ensuring the safety of journalists, promoting literacy and preventing media concentration.

Rights groups cautiously welcomed the resolution as an improvement on earlier drafts, but said Egypt was in no position to lecture other countries about free speech as it has a poor record on the matter.

"Egypt's cosponsorship of the resolution on freedom of expression is not the result of a real commitment to upholding freedom of expression," said Jeremie Smith, Geneva director of the Cairo Institute for Human Rights Studies.

"If this were the case, freedom of expression would not be systematically violated on a daily basis in Egypt," he said.

Others warned that the resolution appears to protect religions rather than believers and encourages journalists to abide by ill-defined codes of conduct.

"Unfortunately, the text talks about negative racial and religious stereotyping, something which most free expression and human rights organizations will oppose," said Agnes Callamard, executive director of London-based group Article 19.

"The equality of all ideas and convictions before the law and the right to debate them freely is the keystone of democracy," she said.

Although the resolution was passed unanimously, European and developing countries made it clear that they remain at odds on the issue of protecting religions from criticism.

Some Asian and African countries had called for stronger condemnation of articles, cartoons and videos they believe defames Islam.

President Barack Obama's strategy of engaging Iran finally got under way in earnest on Thursday with a positive response from Tehran to at least some of the concerns about its nuclear program. At a meeting in Geneva with officials from Western powers, Russia and China, Iranian nuclear negotiator Saeed Jalili agreed to allow inspectors from the International Atomic Energy Agency (IAEA) to inspect a hitherto secret uranium-enrichment facility under construction near Qum. President Obama and his allies expressed grave concern last week about the site after revelations of its existence, and they made the demand for its inspection a key benchmark of Iran's willingness to cooperate in resolving questions about its nuclear intent. European Union foreign policy chief Javier Solana announced that Iran had agreed to inspections at the site "in the next couple of weeks" and hailed the talks as "the start of what we hope will be an intensive process." Further talks are expected to be held later this month.

Obama later called the talks a "constructive beginning" but insisted that Iran follow up with "constructive action" to prove its stated commitment to confine itself to peaceful nuclear development. "We're not interested in talking for the sake of talking," he said. "Pledges of cooperation must be fulfilled."

From the Administration's perspective, then, the meeting appears to have succeeded beyond (diminished) expectations, and Iran's representatives seem to have demonstrated sufficient flexibility to warrant further talks. "Iran has told us that it plans to cooperate fully and immediately with the International Atomic Energy Agency on the new enrichment facility near Qum," Solana said, "and will invite experts from the agency to visit soon - we expect in the next couple of weeks." He also disclosed that the delegates had agreed in principle that Iran would transport some of the low-enriched uranium it had produced to a third country for further enrichment so that the uranium could be used to fuel a research reactor in Tehran that produces medical isotopes.

If you are traveling in the eastbound lanes of the freeway between Adams Dairy Parkway and the Grain Valley exit you will see a sign that appears to be anti-President Barack Obama.

The sign features the hammer and sickle, a symbol of communism and insinuates that Obama will jeopardize the first and second amendments to the Constitution, which are free speech and the right to keep and bear arms.

NBC Action News reporter Sloane Heller confirmed late Thursday morning the billboard is owned by William Cody, a metro small business owner. He lives by the stadiums and works in metal fabrication.

He says he isn't necessarily anti-Obama, but is against the policies coming out of the White House.

He calls the Federal Stimulus Package a waste and is equally upset over the bailout of the Big 3 Auto Makers.

Obama warns Iran: `come clean' on nukes

PITTSBURGH – Backed by other world powers, President Barack Obama declared Friday that Iran is speeding down a path to confrontation and demanded that Tehran quickly "come clean" on all nuclear efforts and open a newly revealed secret site for close international inspection. He said he would not rule out military action if the Iranians refuse.

Obama joined the leaders of Britain and France in accusing the Islamic republic of clandestinely building an underground plant to make nuclear fuel that could be used to build an atomic bomb. Iranian officials acknowledged the facility but insisted it had been reported to nuclear authorities as required.

"Iran's action raised grave doubts" about its promise to use nuclear technology for peaceful purposes only, Obama told a news conference at the conclusion of a G-20 summit whose focus on world economic recovery was overshadowed by disclosure of the Iranian plant.

Obama said a telling moment could come next week when Iran meets with U.S. and other major nations to discuss the nuclear issue.

"Iran is on notice that when we meet with them on Oct. 1 they are going to have to come clean and they are going to have to make a choice" between international isolation and giving up any aspirations to becoming a nuclear power, he said. If they refuse to give ground, they will stay on "a path that is going to lead to confrontation."

In a dramatic, early morning announcement about the secret Iranian facility, Obama said, "Iran is breaking rules that all nations must follow. The size and configuration of this facility is inconsistent with a peaceful program."

Unbowed, Iranian President Mahmoud Ahmadinejad said his country had done nothing wrong and Obama would regret his accusations.

At a news conference in New York, Ahmadinejad said the plant wouldn't be operational for 18 months but sidestepped a question about whether Iran had sufficient enriched uranium to manufacture a nuclear weapon. Still, he said such armaments "are against humanity, they are inhumane," and he said anyone who pursues them "is retarded politically."
